The Basilica of Notre-Dame des Victoires, in the heart of Paris, had fallen into a sharp pastoral decline in the 19th century. Its parish priest, Father Charles-Éléonore Dufriche-Desgenettes, felt a powerful inner prompting on December 3, 1836: to consecrate the parish to the Immaculate Heart of Mary and to found an archconfraternity dedicated to the conversion of sinners. What seemed like a dormant church became, within a few years, a hotbed of prayer and reconciliation.

The initiative received the approval of the Holy See. The Archconfraternity of the Immaculate Heart of Mary grew at an astonishing rate, with thousands of members, and Notre-Dame des Victoires was transformed into a major center of Marian conversion and thanksgiving in the heart of the capital.

Alongside these plaques are silver hearts, military insignia, photographs, initials, and dates: one of the most impressive collections of votive offerings in Paris. They allude to healings, conversions, family reconciliations, and dangers overcome. It is important to distinguish between them. The founding and expansion of the archconfraternity, the papal approvals, the growth of the sanctuary, and the physical existence of the votive offerings and records of graces in the parish archives are all documented facts. The interpretation of each particular "miracle" belongs to the realm of devotion: many are recounted in pious publications, but the Church safeguards the testimonies without canonizing each case.

The title Our Lady of Victories evokes the Marian devotion of the kings of France, but this Parisian church has its own history, linked to conversion and intercession for those who have strayed from the faith. There is no record of a specific founding link with the Rosary; however, it is a place where Marian prayer, including the Rosary, accompanies the confession and adoration that still characterize it today.
