La advocación de Our Lady of the Rule is linked, in tradition, to Saint Augustine of Hipona and to the "rule" that orders the life of the Augustinian. According to an ancient legend, an angel would have inspired Saint Augustine to carve out a dark image of the Virgin, which later passed, after various vicissitudes, to the coast of Chipiona (Cadiz, Spain), where he became patron of the sailors. This legendary background is in the spiritual origin of the family of devotions to the Virgin of the Rule in different countries, including the Philippines.

The image and the cult follow the model of the Virgin of the Chipiona Rule and are part of the expansion of the spirituality and the Augustinian devotions during the Spanish colonial period.

After World War IIthe original temple was greatly affected and a new church dedicated to Our Lady of the Rule was built, while a new image was made in polychrome wood for worship. Over time, the temple has become recognized as National sanctuary, consolidating Lapo-Lapu as one of the main centers of this advocation in Asia.

In this advocation, the Rosary can be understood as a Marian accompaniment road: In repeating the Hail Mary, the community welcomes the protection of the Virgin of the Rule, it calls for light to guide one's own life according to the "rule" of the Gospel and pleads for the weakest, in particular women, children, families and people of the sea, all dimensions present in this Lady's devotional tradition.
